Greetings from TESDA!
TESDA has started the implementation of ICT Projects, based on its approved Information Systems Strategic Plan for CY 2016-2017. One of the projects is the development of the application systems for the agency, known as TESDA Mission Critical Information Systems (TMCIS). (Please see attached for the description of the information systems). The total budget for this project is Php22,000,000.00 as published in our Agency Procurement Plan (APP). Please note that the APP value may still change.
Initially, there are seven (7) application systems based on the services and programs offered by TESDA, However, industry partners may provide additional inputs to improve the scope and functionality of the systems.
The components will include: a) Software and Development Programming; b) Supply of Hardware (servers only) and Systems Software products; c) Database Migration Services; d) Training; e) Change Management Services; and f) Security, Vulnerability, Scanning and assessment penetration.
We are issuing this Request-for-Information (RFI), to gather additional relevant inputs for the finalization of the Terms of Reference (TOR). This is to ensure successful tender for the said project and quality service that will be provided by the industry partners.

Description of TESDA Mission Critical Information Systems
1. TechVoc Management Information System (TVMIS)
The system will provide all the TESDA stakeholders with the analytics and reports on a real-time basis. It will feature graphical presentations for easy data analysis by the management. More statistical reports will be generated to serve as inputs in the planning of programs and policy decision making.
2. Quality Standards Management Information System (QSMIS)
The system will feature the following: 1) online posting of promulgated Training Regulations with tracking of the stakeholders who access the QSMIS and monitor number of hits by country or location; 2) TRs and Self-Assessment Guides(SAGs) are searchable online by sector’s key word/s or unit codes and display the cluster of competencies (COCs) per Qualification; 3) feedback on the effectiveness of the policies and other relevant content of the said system; 4) display of the current version of the TRs and SAGs and its date of effectivity as well as the previous archived versions; and, 5) an offline facility for test-item banking, accessible only to designated QSO staff.
Reports that can be generated are: 1) the List of TRs with qualifications code and its equivalent NC level; 2) TR information on Industry associations’ involvement, updates and/or revisions; 3) Profiles of QSMIS users; and, 4) generating and assigning of qualification codes, unit codes and display/print them with the superseded versions and codes.
3. Training Management Information System (TMIS)
The system features are the following: 1) comprehensive profile of 123 TESDA Technology Institutions and their available facilities; 2) registration of trainees/learners and its record of pre-assessment or career profiling, performances during training and acquired skills and qualification levels; 3) issuance of unique learners identification; and, 4) monitoring of training calendar.
Reports that can be generated are: 1) masterlist of enrolled and graduated learners; 2) Inventory lists of qualified trainers for different qualifications; 3) Inventory of facilities of TESDA Technology Institutions; 4) Training schedule/calendar of the programs offered by the TTIs; and, 5) other statistical reports indentified and required by the management and other stakeholders.
4. Program Registration Information System (PRIS)
The system will feature online registration/application of new TVET programs, online orientation through accessing the embedded video presentation and chat forum facility to provide feedback and relevant information on the application progress. The profile of registered institution’s location is mapped out as part of the TechVoc Geographical Information System.
Reports that can be generated are: 1) Compendium of Registered Programs under TESDA; 2) Inventory of TechVoc Institutions with good compliance from the standards set by the agency; 3) Records of training capacity of the institutions based on the registered programs; 4) the status of institution’s performance with good standing, for possible rewards and recognition; 5) comprehensive profile of 123 TESDA Technology Institutions and other public and private tech-voc providers with accredited TVET programs; and, 6) Inventory of facilities and trainors of public and private tech-voc providers with accredited TVET programs.
5. Scholarship Management Information System (SMIS)
The system will feature online monitoring of tech-voc scholarship graduates up to employment. Reports that can be generated are: 1) scholars’ profile; 2) status of the training implementation relative to the available scholarship slots per qualification map; and, 3) status of fund utilization per scholarship program.
6. Competency Assessment and Certification Management Information System (CACMIS)
The system will feature online application for assessment, selection of Qualification, Assessment Schedule and Assessment Centers, accomplishment of Self-Assessment Guides, print out of application form, admission slip, Self-Assessment Guides, RWAC and attendance sheet at the Assessment Center and printing of certificate at the Provincial Office.
Reports that can be generated are: 1) the Registry of Workers Assessed and Certified by qualifications and NC levels; 2) Registry of Accredited Assessment Centers; 3) Registry of Accredited Competency Assessors; and, 4) other statistical reports required by the management.
7. Skills Market Information System (SKMIS)
The system will feature the online high demand jobs posted by the TESDA partners and employers and be able to market the profile of TechVoc graduates and interested skilled workers for employment, both local and abroad.
Reports that can be generated are: 1) the Labor Market demands; 2)TechVoc graduates/skilled workers profiles; and, 3) the Referred/Placed workers.
OTHER RELEVANT INFORMATION FOR THE DEVELOPMENT OF TMCIS
• Open, non-proprietary, whenever necessary or required, TMCIS Information System should have superior LAN and WAN performance, highly secured features/functionalities and uses agile software development techniques, i.e. spiral methodology; special emphasis is on fast and accurate reporting of data and information for policy and decision-making purposes by TESDA; uses web-enabled workflow system to connect the head offices, regional offices and other stakeholders;
• Interoperability features or with ready interface facilities that will enable DOLE, CHED, DEPED, DTI, LGUs, NAMRIA and other government agencies that share data/information with TESDA;
• Should have the computer-assisted manual procedures to assure an alternate/backup and/or complementary system in case of total or partial breakdown of the computer-based LAN and WAN systems. This work includes the formulation of corresponding processes, procedures and policies. Backup and synchronization utilities should also be developed.
