Under the leadership of Secretary Joel Villanueva, TESDA’s resolve to reach new frontiers in training and education could not be more pronounced than in the successful joint declaration of intent between Germany and Philippines for technical education and skills development. Germany’s tech-voc experience is the most sought out in the world for inspiration and for developing countries like the Philippines to emulate. It was widely credited that Germany’s strong tech-voc landscape played a crucial role in dodging the Eurozone crisis back in 2009. And as successful initiators of the dual training system, the German model has also served as an inspiration to DTS in the Philippines.

Sec Joel witnessed the signing of a joint declaration of intent focused on "furthering technical vocational education and training through consultancy, technical assistance, exchange of information, experiences, best practices, joint research, study tours and expert meetings.

"The challenge we face in skills development is the need to increase permeability of TVET. Since the issues in TVET are now global in nature, the more we should consider external support in the design of our training programs…"
