35% - Oversees the end-to-end procurement process, including the review and evaluation of Purchase Requests for completeness, accuracy, and compliance with specifications; coordination with suppliers to ensure timely delivery and resolution of quality issues and complaints; evaluation of supplier performance and preparation of corresponding reports; and provision of BAC secretariat support in compliance with RA 9184, GPPB guidelines, and TESDA QMS requirements; 20% - Manages the physical inventory of office equipment, furniture, supplies, and materials; maintains and updates property and inventory records with the timely preparation and submission of required reports; and determines the serviceability of PPE for appropriate disposal recommendations; 35% - Manages budget preparation and fund utilization; Provides technical assistance on budgetary matters to operating units; facilitates internal budget consultations and hearings; reviews and acts on budget requests; prepares Fund Utilization Reports (FURs), Statements of Allotments, Obligations, and Balances (SAOBs), and other financial reports; and evaluates fund utilization to ensure efficiency and compliance with applicable regulations; 5% - Prepares and submits timely and accurate procurement-related, inventory, and financial reports; and ensures adherence to statutory, regulatory, and internal reporting requirements; and 5% - Performs other related functions as maybe authorized.
