25 % - • Assist in the development, review, and enhancement of learning and development policies, guidelines, systems, plans, and procedures to support organizational and workforce capability development; • Drafts policies, procedures and guidelines; • Provide technical and secretariat support to committees, technical working groups, and governance bodies related to human resource development and learning and development programs; 30 % - • Review and endorse communications, reports, contracts, agreements, and other administrative and technical documents related to learning and development programs and activities; • Assist in overseeing the conduct of Training Needs Analysis (TNA), workforce development planning, research studies, and related activities to support evidence-based learning and development interventions; • Assist in the planning, coordination, implementation, monitoring, and evaluation of learning and development programs, projects, and initiatives; 15 % - • Coordinate the development, review, and enhancement of curricula, course outlines, learning materials, assessment tools, and evaluation mechanisms for learning and development programs; • Coordinate and monitor the implementation of training programs, scholarship programs, and other learning and development interventions to ensure compliance with approved policies, standards, and timelines; • Prepares pre and post-test for trainings; • Facilitates in-house training programs; • Facilitate coordination with internal and external stakeholders, including government agencies, academic institutions, training providers, and development partners, in support of learning and development initiatives; 20 % - • Supervise and provide guidance to assigned personnel in the implementation of section activities and ensure the timely delivery of outputs and services; • Assist in the preparation and consolidation of accomplishment reports, evaluation reports, management reports, and other documents required by management and oversight bodies; • Review and monitor the processing of scholarship applications, training nominations, contracts, agreements, certifications, and other training-related requirements; • Assist in monitoring learning and development outcomes through the review and consolidation of post-training reports, re-entry action plans, outcome monitoring reports, and other evaluation documents; • Monitor the utilization of allocated funds for learning and development programs and assist in ensuring the timely processing of training-related financial and administrative requirements; 10 % - Perform other related duties and responsibilities as may be assigned.
