The Technical Education and Skills Development Authority (TESDA) signed a landmark data sharing agreement with the Department of Education (DepEd) to strengthen services for Senior High School Technical-Vocational-Livelihood (SHS-TVL) track learners and graduates.
TESDA Secretary Kiko Benitez and Education Secretary Sonny Angara led the ceremonial signing held at the TESDA Central Office in Taguig City.
Under the agreement, TESDA’s Assessment Schedules Information System (ASIS) will be linked with DepEd’s Learners Information System (LIS), bridging a critical gap in data management.
Through this integration, both agencies will ensure accurate learner identification, prevent duplication of records, and streamline the mandatory competency assessment process required for SHS-TVL learners and graduates.
ASIS, a desktop-accessible web application, digitizes TESDA’s assessment scheduling and will be used nationwide by TESDA field offices, competency assessors, and DepEd personnel. This innovation is expected to improve data integrity, enhance the learner’s overall experience, and reduce administrative workload at both TESDA and DepEd field offices.
Sec. Kiko said the partnership represents a breakthrough in how government agencies can work together for learners and emphasized that the integration will not only ease the burden on learners but also on TESDA and DepEd personnel in the field.
“By linking our systems, we ensure that every learner is properly identified and given access to the assessment services they deserve. This partnership reflects our commitment to transparent, efficient, and learner-centered public service,” Sec. Kiko said.
Under the agreement, DepEd will provide TESDA secure access to learner data through the LIS, while TESDA will process this information via ASIS for assessment scheduling and issuance of National Certificates.
Both agencies have designated Data Protection Officers and established strict safeguards, including encryption, multi-factor authentication, breach notification protocols, and compliance with the Data Privacy Act.
Through this collaboration, the government ensures that SHS-TVL learners are better supported, their credentials safeguarded, and their opportunities for employment and career advancement expanded.
