Over 260,000 graduating Senior High School students in the Technical-Vocational-Livelihood (SHS-TVL) track stand to benefit from TESDA’s free assessment program this year, carving for the learners a path straight towards employment. 

With the free assessment, graduating SHS learners will have a chance to earn National Certificates (NCs), in line with the directive of President Ferdinand “Bongbong” Marcos, Jr. to strengthen workforce readiness nationwide. By obtaining National Certificates, SHS-TVL graduates gain official recognition of their technical competencies, and making the assessments free-of-charge removes a barrier for learners in becoming job-ready.

TESDA Secretary Kiko Benitez emphasized that the free assessment program, offered by TESDA in partnership with the Department of Education (DepEd), bridges education and employment—helping ensure that classroom learning translates to workforce aptitude. 

“Through this program, we are translating the President’s directive into action by helping graduates acquire nationally recognized skills that increase their chances of gainful employment or entrepreneurship,” Sec. Benitez said. “Sa programang ito, mas nasisigurado natin na ang mga training natin ay dumidiretso papuntang trabaho.”’

The SHS assessment program started under PBBM’s administration, based on recommendation of EDCOM 2. TESDA assessed the first batches of SHS students in September 2024, through funding in the General Appropriations Act of 2024. Since 2024, 308,391 graduates have been assessed, with an 86.40% passing or certification rate.

SHS-TVL graduates interested in availing the free assessment may seek endorsement from their school principals. They may also register at the nearest TESDA Provincial or Regional Office. Applicants must bring a document bearing their Learner Reference Number (LRN) (such as Form 137, diploma, or report card), a duly accomplished Assessment Application Form, a completed Self-Assessment Guide, and three passport-size ID pictures.

TESDA’s free assessment program supports industry needs by producing a skilled workforce that meets both national and international standards. Graduates who pass the assessment earn National Certification Levels I, II, III, or IV, which serve as formal proof of competence and can be used to access employment opportunities, start businesses, or pursue advanced TVET programs.
