Filipinos seeking better employment opportunities and future-ready skills will soon benefit from expanded access to advanced, industry-driven training as the Technical Education and Skills Development Authority (TESDA) begins construction of a new innovation hub inside the TESDA Complex in Taguig City.

TESDA Secretary Kiko Benitez led the groundbreaking of the Regional TVET Innovation Center – National Capital Region (RTIC-NCR), a facility designed to equip learners, workers, and jobseekers with competencies aligned with emerging industries. He was accompanied by TESDA - NCR Regional Director Angelina Carreon and other officials.

Once completed, the center is expected to provide accessible, high-quality training programs in fields such as automation, mechatronics, and smart technologies, which are increasingly in demand as industries adapt to the Fourth Industrial Revolution.

Secretary Benitez emphasized the need to strengthen training institutions and deepen industry partnerships to keep pace with evolving job requirements, underscoring the importance of innovation-driven training systems in a rapidly changing labor market.

“Through the RTIC-NCR, we are expanding opportunities for Filipinos to access advanced skills training that leads to better employment, higher productivity, and inclusive growth. This innovation center reflects our commitment to future-proofing Filipino talent,” he said.

“Kailangan nating tiyakin na ang ating workforce ay handa sa mga trabahong dala ng makabagong teknolohiya at global competition. The RTIC-NCR is a step toward building a skills ecosystem that is responsive, innovative, and globally competitive,” he added.

The project is implemented under the Strategic Industry Partnership Program in TVET System (SIPTVETS). Funded by the Asian Development Bank (ADB), it aims to strengthen the country’s technical and vocational education and training (TVET) system to better respond to evolving labor market needs.

Moreover, the RTIC-NCR will serve as a central hub linking government agencies, industry partners, higher education institutions, and training providers to promote collaboration, knowledge exchange, and innovation. It will also support higher-level qualifications, including National Certificate (NC) Levels III, IV, and V, as well as Diploma programs responsive to industry demands.

Innovation centers under SIPTVETS equip learners with future-ready skills in areas such as digital technologies, automation, and smart manufacturing, while also fostering innovation, entrepreneurship, and essential 21st-century competencies—ensuring graduates are job-ready and capable of creating new opportunities.

Meanwhile, TESDA also highlighted its continuing efforts to integrate sustainability into skills development through the unveiling of the TESDA-DEYE Technology and Training Center, a facility for solar photovoltaic systems developed in partnership with DEYE Inverter Ltd. Philippines.

In addition, a 40-kilowatt solar photovoltaic system was formally turned over to TESDA by the Department of Energy as part of its Government Energy Management Program. The system, installed in March 2026 at the RTIC facility, supports green technologies and energy-efficient practices.

“We are also embedding sustainability into our training systems. Green skills will be critical in the jobs of tomorrow, and TESDA is preparing Filipinos to lead in this space,” Secretary Benitez emphasized.

The project supports President Ferdinand “Bongbong” Marcos Jr.’s directive to future-proof the Filipino workforce by strengthening innovation-driven training, expanding industry linkages, and promoting entrepreneurship as key drivers of job creation.
